A new industry report from RECMA places Omnicom Media at the top of the global rankings following the integration of Omnicom and IPG's media operations, highlighting how scale and connected technology platforms are reshaping enterprise media management.
Omnicom Media has been ranked as the world's largest media management network in the latest 2025 Overall Activity Volume (OAV) report published by RECMA. The report follows the integration of Omnicom and IPG's media operations completed in November 2025, positioning the combined organization as the largest global media agency network by managed billings and industry share.
According to RECMA, Omnicom Media manages $107.3 billion in media billings, representing 30.1% of the global media agency market. The report estimates the network leads its nearest competitor by more than $20 billion in managed activity volume, reinforcing its position across North America, Europe, the Middle East and Africa (EMEA), and Latin America.
RECMA's Overall Activity Volume report is widely regarded as one of the advertising industry's most comprehensive assessments of media agency scale. The annual study evaluates organizations across 54 countries, measuring both traditional media investments and expanding categories such as digital advertising, online paid media, analytics, content, sponsorships, and marketing services.
The report characterizes the Omnicom-IPG integration as a defining event in the evolution of the global media industry. Beyond increasing market scale, the consolidation combines media operations with broader investments in artificial intelligence, customer identity, commerce media, and data infrastructure that are becoming increasingly central to modern advertising strategies.
A significant component of the combined organization's capabilities is the continued expansion of the Omni Intelligence Platform, which integrates identity assets from Acxiom alongside commerce capabilities from Flywheel. Meanwhile, PHD continued expanding its presence in Asia-Pacific and Latin America, while Hearts & Science recorded 27% billing growth during the three-year reporting period. The report notes that Hearts & Science is expected to merge with Mediahub to create a new agency brand, further consolidating Omnicom's media portfolio.
Beyond scale, Omnicom Media also reported strong momentum in new business development. The company says it has secured more than $3 billion in year-to-date billings through client wins and contract renewals involving global brands including Adidas, Delta Air Lines, Dyson, IBM, Subway, and Uber.
Industry analysts increasingly view connected media platforms as essential to enterprise advertising. According to Gartner, organizations continue investing in AI-enabled marketing technologies, customer data platforms, and advanced measurement capabilities to improve campaign performance and customer engagement. Similarly, Forrester has emphasized that advertisers are prioritizing integrated marketing ecosystems capable of unifying audience data, media execution, and performance analytics across channels.
