Adobe, Saudi Arabia’s Ministry of Communications and Information Technology (MCIT) and HUMAIN have expanded their partnership to broaden access to AI-powered creative tools and culturally relevant generative AI across the Kingdom.
Announced at LEAP 2026, the initiative will provide more than 27 million eligible Saudi citizens and residents aged 13 and over with 12 months of free access to Adobe Firefly Standard and Adobe Express Premium features. Adobe says the commitment is valued at more than $4 billion.
The partnership extends beyond software access. Adobe and MCIT are also working on creative skills development through Adobe Digital Academy, while eligible startups and early-stage entrepreneurs participating in MCIT’s Center of Digital Entrepreneurship (CODE) and The Garage are expected to receive one year of free access to selected Adobe tools, expertise and training beginning in early 2027.
For marketers and small businesses, the combination of creative software and training could lower some barriers to adopting generative AI for content production.
Adobe Firefly combines generative AI models with Adobe’s editing capabilities and agentic features, supporting workflows across image, video, audio and design. Adobe Express extends those capabilities into finished content for channels including social media and digital publishing.
A major component of the expanded partnership is regional AI development. Adobe and HUMAIN plan to launch a jointly developed image generation model through Adobe Firefly Foundry, designed around Saudi cultural context, visual references and creative requirements.
Adobe has also introduced Modern Standard Arabic right-to-left support in Adobe Express across desktop, web and iOS, including Arabic typography, text editing, interface controls and templates tuned to Saudi culture.
The initiative builds on Adobe and HUMAIN’s strategic partnership announced in November 2025, which envisioned culturally aware generative AI models and applications for the Arab world.
The expansion reflects a broader shift in generative AI from general-purpose content creation toward localized and culturally aware AI systems. For global marketing platforms, regional language support and culturally relevant models can become important differentiators as businesses use AI to produce content for local audiences.
Adobe is also expanding its broader agentic AI strategy across marketing and customer experience workflows. Earlier in 2026, the company announced partnerships and integrations aimed at scaling agent-powered content, customer engagement and personalization.
The Saudi initiative combines three elements: access, localized technology and skills development. That makes it broader than a conventional software partnership and positions creative AI as part of the Kingdom’s wider digital and creative-economy development.
For Adobe, the partnership also creates a pathway for its Firefly and Express technologies to gain wider adoption among consumers, entrepreneurs and businesses in the region.
The effectiveness of the initiative will ultimately depend on adoption, training outcomes and how successfully culturally tuned AI tools translate into practical creative and marketing workflows.
